The Longview Independent School District Board of Trustees received an update on the 2024 Bond projects with progress on the Solar Project in conjunction with Schneider Electric, and approved the Partnership Agreement between the district, Kilgore College, and UT Tyler, during their regular meeting Monday night.
Bond 2024 Progress
To date, the 2024 Bond projects have achieved a total of $23 million in savings, with over $19 million attributed to Prop A, which covers high school renovations, safety and security upgrades, and coliseum upgrades.
The Lobo softball field has been demolished and is being leveled in preparation for the new Multi-Purpose Indoor Facility, while the location of the new field is being prepared across the street on Airline Rd.
PROCEDEO then provided an update on the project timelines. The Career and Technical Education Center, Multi-Purpose Indoor Facility, Early Childhood Learning Center, and Natatorium are still on schedule to break ground before the end of the year. The new Transportation Center still looks to break ground in the second quarter of 2026.
Solar Project with Schneider Electric
Solar Panels are another part of the 2024 Bond. With the help of Schneider Electric, a total of 10 campuses within the district are having solar panels installed, including the Education Support Center. With seven installations already underway, all 10 are expected to be completed by February of next year at the latest.
Between the project savings and the Investment Tax Credit reimbursement, the District is expected to see a total benefit of $23.5 million. The ITC program has been changed at the federal level. The complete 30% ITC reimbursement is still available for only geothermal systems that begin construction before 2033. This means that the District strategically utilized federal funding prior to key legislative changes.
“The District strategically leveraged federal funding to secure a Federal Reimbursement Investment Tax Credit of $5 million, which complements the $18.6 million in projected utility savings from the solar panel installation project,” said Myranda Duma, Schneider Electric Account Executive. “Schneider Electric commends Dr. Wayne Guidry, Longview ISD Chief of Finance, for proactively pursuing federal incentives that bring meaningful benefits to the district.”
Partnership Agreement with Kilgore College and UT Tyler
The Board approved the Longview ISD, Kilgore College, and the University of Texas at Tyler Memorandum of Understanding, which will lead to new pathways for Longview students.
The agreement establishes a multi-year partnership to help students earn college credit, complete associate degrees, and seamlessly transition to bachelor’s programs — all while still enrolled in high school.
This move further solidifies Longview ISD’s commitment to helping students advance their education. More information on this agreement will be coming soon.
Community Donations Accepted
Board members accepted $140,000 from Christus Health for trainers.
In other Business
During the course of the meeting, the Longview ISD Board of Trustees also:
APPROVED the Minutes and Board Time Use Tracker from the September 22, 2025 Regular Meeting;
APPROVED the 2024-25 4th Quarter Investment Report; and
APPROVED Budget Amendment No. 2.
