Longview ISD officially launched the Longview ISD Police Department on Monday, June 8, during a packed swearing-in ceremony honoring Chief Benjamin Kemper as the district’s first Chief of Police.

The ceremony, held in the boardroom of the Longview ISD Education Support Center, marked a major milestone for the district as it formally established its own police department to support student, staff, campus, and community safety. The event drew district leaders, Board of Trustees members, local first responders, family, friends, and community partners.

“This is an important step forward for Longview ISD,” said Superintendent Dr. Marla Sheppard. “Chief Kemper brings the rare combination of experience, local roots, and steady leadership that this moment deserves. The launch of the Longview ISD Police Department is not just about a new badge or a new uniform. It is about strengthening the trust, relationships, and safety systems that allow our students and staff to focus on learning every day.”

The ceremony featured an invocation by Francisco Rojas, pastor and Longview ISD Family Engagement Coordinator; an introduction by Chief of Facilities and Operations Sam Kington; remarks from Dr. Sheppard; and the official oath of office administered by Mitzi Martin. Chief Kemper’s wife pinned his badge during the ceremony, marking one of the most meaningful moments of the celebration.



“This department represents months of careful work, coordination, and planning across the district,” Kington said. “From the uniforms and vehicles to the procedures and department structure, every detail was built with professionalism and service in mind. Seeing Chief Kemper sworn in makes that work real.”

Chief Kemper, a 1993 graduate of Longview High School, joins Longview ISD after nearly 24 years with the Longview Police Department, where he most recently served as Assistant Police Chief. His career includes leadership in patrol operations, criminal investigations, support services, and special operations.
“This is a proud day for Longview ISD and for me personally as a Lobo,” Kemper said. “Safety in schools starts with relationships. Our officers will be visible, approachable, and committed to serving students, staff, and families with professionalism, consistency, and care.”
The celebration reflected the significance of the department’s official launch. The boardroom was dressed for the occasion with a green carpet, decorated tables, newly branded police uniforms and badges featuring the district’s trademarked Rocking L, an acrylic podium placed between the U.S. and Texas flags, and green uplighting throughout. Newly wrapped Longview ISD Police Department vehicles were parked outside the building as guests arrived.

Following the oath, Chief Kemper presented an honorary badge to Dr. Sheppard. Members of the Longview ISD Board of Trustees and district cabinet also joined Chief Kemper for photos, while Kemper took time to celebrate the moment with his family, former colleagues, and local first responders who attended in support.


The Longview ISD Police Department will support districtwide safety operations and serve students, staff, families, and campuses across the district with a focus on visibility, professionalism, relationships, and trust.
The department’s mission is to provide a safe learning environment while developing meaningful relationships that have a positive impact on young people’s lives that last a lifetime. Its mantra, “Protecting the Pack,” represents an unwavering commitment to safeguarding every member of the Lobo family.

Longview ISD is also now hiring police officers to serve with the newly established department. Positions offer pay ranging from $65,000 to $85,000, and the district is seeking qualified applicants who are committed to school safety, relationship-building, and service to students, staff, families, and campuses.
