Longview ISD trustees approved a construction manager for a major Longview High School project and reviewed continued progress across multiple bond-funded projects, as district leaders emphasized steady execution and financial oversight.
The board approved SCI Construction as construction-manager-at-risk for the Longview High School cafeteria expansion and restroom renovations following a competitive process that included seven proposals and four interviews.
SCI Construction received the highest overall score and submitted the most competitive proposal. The company is already managing district projects that are on schedule and within budget.
“We cast a fairly wide net, and this was a real competition,” said Samuel Kington, chief of facilities and operations. “SCI emerged with the strongest overall package and has already shown they can deliver major work here on time and within the guaranteed price structure.”
The project will expand and improve one of the most frequently used spaces on campus while broader renovations continue in planned phases.
Superintendent Dr. Marla Sheppard said the district is maintaining a deliberate approach to both construction and spending.
“When voters entrust public dollars to us, they expect visible progress and close management,” she said. “We are not improvising. We are sequencing projects carefully, checking costs constantly, and keeping our eyes on the student experience while the work gets done.”
Trustees also received updates on ongoing renovations at Longview High School, including work in classrooms, hallways and common areas, as well as completed improvements at the softball complex and continued roofing and infrastructure upgrades. Additional projects, including a north parking lot expansion, are moving through the next approval phase. Financial reports presented to the board show bond expenditures tracking with approved budgets across multiple propositions.
Trustees also reviewed updates on new construction projects, including the Career & Technical Education Center and a Multipurpose Indoor Facility. Both projects are under construction with anticipated completion in 2027.
“These are not conceptual placeholders anymore,” said PROCEDEO project manager Paul Miller. “The CTE Center and the multipurpose facility have both moved through procurement, design is complete, site activity is underway, and the schedule is now being measured in construction progress, not just planning meetings.”
Dr. Sheppard said the districtʼs focus remains on delivering visible results with responsible management. “It is one thing to have renderings and another thing to have a project ledger that makes sense,” she said. “We intend to keep showing both.”
